First UPSC Chairman


India's central recruiting agency is the Union Public Service Commission (UPSC). It is a constitutionally independent body. Articles 315 to 323 of Part XIV of the Constitution include detailed provisions on the UPSC's composition. The President of India appoints the Chairman and members of the UPSC. The Chairman and members of the UPSC serve for six years or until they reach the age of 65.


India's central recruiting agency is the Union Public Service Commission (UPSC). It is a constitutionally independent body. Part XIV of the constitution has detailed provisions on the UPSC's composition, which are found in Articles 315 to 323.


The Chairman and members of the UPSC are selected by the President of India. The Chairman and members of the UPSC serve for six years or until they reach the age of 65.The UPSC is intended as the "watchdog of the merit system" in India's constitution. It is in charge of recruiting group A and B people for all of India and the central services. It also assists the government on matters of promotion and disciplinary punishment when requested.


According to the Lee Commission, 40% of future applicants should be British, 40% Indians should be officially recruited, and 20% Indians should be promoted from the provincial services.  under the chairmanship of Sir Ross Barker the Initial Public Service Commission was established on October 1, 1926. Sir Ross Barker was the UPSC's first Chairman, appointed in October 1926 and serving until August 1932.

Functions of UPSC

According to Art. 320, the Union Public Service Commissions are held responsible for conducting examinations for appointments to the Union's services. If requested, it will also help two or more States in developing and implementing cooperative recruitment plans for any services.


The Union Public Service Commission will be consulted on the following concerns:

  • Concerning all that has to do with:

  1. Methods of civil service and civil post recruiting.

  2. Appointments to civil service and government positions.

  3. Promotions and transfers from one service to another are possible.

  4. Candidates' suitability for such positions, promotions, or transfers.

  • On all administrative cases regarding a civil official functioning in a civil capacity, including memorials and petitions.

  • Any costs incurred by or in respect of a person serving or who has functioned in a civil capacity in defending legal proceedings initiated against him in respect of acts done or purportedly done in the execution of his duty should be reimbursed out of the Consolidated Fund of India.

  • On any claim for a pension award based on injuries experienced while serving in a civil role, as well as any dispute over the amount of such an award.


A Union Public Service Commission is required to advise on any topic brought to them unless the President has issued regulations identifying the matters in which the Union Public Service Commission is not required to be consulted.


Appointment of UPSC Chairman

According to Art. 316, the President appoints the Chairman and other members of the Union Public Service Commission. If the Chairman's position falls vacant, the President may nominate one of the other members of the Commission to fill the vacancy.


Moreover, roughly half of the members of the Commission must have served for at least ten years in a government position, either in India or in a state, at the time of their separate appointments. A member of the Union Public Service Commission serves for a period of six years from the date of his appointment or until he reaches the age of sixty-five years, whichever comes first. The President has the authority to determine the number of members of the Commission and their terms of service under Art 318. He can also make provisions for the number of members of the Commission's staff as well as their working conditions. Also, conditions of service cannot be different to his disadvantage after his appointment.


A person who holds the position of Chairman is ineligible for re-appointment when his term of office expires, according to Art 319. A member other than the Chairman of the Union Public Service Commission is eligible for appointment as Chairman of the Union Public Service Commission or Chairman of a State Public Service Commission, but not for any other position in the Government of India or a State. In addition, the Chairman of a State Public Service Commission is eligible for appointment to the Union Public Service Commission as the Chairman or any other member.


Removal and Suspension of UPSC Chairman

According to Art. 317, the Chairman or any other member of a Public Service Commission may only be removed from office by order of the President on the grounds of "misbehaviour" after the Supreme Court, upon the President's referral, has determined that the Chairman or such other member should be removed after an investigation. The President has the authority to suspend the Chairman or any other member of the Commission until the Supreme Court issues its findings.


The Chairman or any other member of the panel may be removed by the President if he/she/they:

  • Is/are declared bankrupt.

  • Engages in any paid employment outside of their official duties during their time of office.

  • Is/are, in the President's judgment, unfit to remain in office due to mental or physical incapacity.

  • The Chairman or any other member cannot hold a profit-making position, or they will be considered to be misbehaving.

1. In the list of former chairmen of the UPSC, who was the first woman Chairman of UPSC?

Anna Rajam Malhotra, a member of the Indian Administrative Service, was a previous chairperson of the UPSC. She was the first woman to hold this position in India. Malhotra was a member of the IAS's 1951 batch and married her batchmate, R. N. Malhotra. The board, which was made up of four ICS officers and led by UPSC Chairman R.N. Banerjee, discouraged Malhotra from joining the service. Instead, she was given positions in the Foreign Service and the Central Services, which were deemed "more acceptable for women." She, on the other hand, fought her case and stayed firm. Her first job as a government servant was in Madras State, where chief minister C. Rajagopalachari was reportedly hesitant to appoint a woman to the position of district sub-collector, instead offering her a position in the Secretariat.
