Hint There are different systems of measurements and rules relating to them are used in the world of science. Every system of units has certain fundamental units and all other units are derived from the fundamental units.

 Complete step by step answer
There are three systems of units used by our scientist. They are,
CGS system of units
MKS system of units
FPS system of units
CGS system of units:
The CGS system of units represents the centimetre (cm); gram (g); second (s) system of units founded by Carl Friedrich Gauss. This system was proposed before the MKS system of units. In the CGS system of units, the unit of length is centimetre (cm), the unit of weight is gram (g), and the unit of time is second (s) which are combined to form the name CGS system.
MKS system of units:
The MKS system of units represents the metre (m); kilogram (kg); second (s) system of units founded by Giovanni Giorgi. This system was proposed before the FPS system of units. In the MKS system of units, the unit of length is metre (m), the unit of weight is kilogram (kg), and the unit of time is second (s) which are combined to form the name MKS system.
FPS system of units:
The FPS system of units represents the foot (ft); pound (lb); second (s) system of units founded by Giovanni Giorgi. This system was proposed before the FPS system of units. In the FPS system of units, the unit of length is foot (ft), the unit of weight is pound (lb), and the unit of time is second (s) which are combined to form the name FPS system.
After some years when scientists wanted to authorize a single unit system which could be internationally used by all (commonly) so, the MKS system of units was converted to SI unit.
From the above dissuasion we can say that the MKS system of units was founded by Giovanni Giorgi.

Hence the correct answer is option (B) Giovanni Giorgi

Note The SI base units are the standard units of measurement. It is defined by the International System of Units (SI). There are seven main SI base units. They are second for measurement of time, metre for measurement of length, the kilogram for measurement of mass, the ampere for measuring electric current, the kelvin for measuring temperature, the mole for measuring the amount of substance, and the candela for measuring luminous intensity.
