If a body is moving in 1 direction, then it is said to have positive displacement, if it is moving in 2 opposite directions then one of those directions should be taken as negative and if travelled in 1 direction and then returned to its initial point, it is said to have 0 displacement. A body can have 0 displacement and still be a vector quantity. So the assertion is incorrect. A scalar has only magnitude but a vector has both the direction and the magnitude in that particular direction. This is the most basic difference between the 2 quantities.
