Hint: In this question we are given with an incomplete statement and we need to complete it using the given four options, we are asked about the one of the characteristics about the transistor where we can say a transistor is an device which regulates current and voltage flow and acts as a switch for electronic signals.

Complete step by step solution:
We are given that a transistor is in cut off mode and we need to tell what will happen in this condition. A transistor consists of two PN diodes connected back to back and has three terminals: emitter, base and the collector. It is an electronic device which works by controlling the flow of the electrical current.

When the transistor is cut off then the condition arises that there will be no input current to the circuit i.e. there is no collector current and also there will be no output current to the circuit i.e. there is no emitter current. The circuit will totally act as an open circuit and we know in a circuit where there is no resistive drop in the circuit then the maximum voltage appears across the transistor.

Therefore, option C is correct.

Note: In transistors when zero signal is applied to the base of the transistor it turns OFF and acts as an open circuit and when a positive signal is applied to the base of the transistor it turns ON and acts as closed circuit.
