A Platform for Effective Enforcement for No Child Labor is a full form of the Pencil portal. It's an effective enforcement mechanism that helps us get closer to our ultimate objective of a "child labour-free society." It allows users to upload and share awareness-raising initiatives. To rehabilitate child labour in the country, the Ministry of Labour and Employment launched the Platform for Effective Enforcement for No Child Labour (Pencil) portal. The Pencil portal is an online platform that aims to engage the federal government, municipal governments, state governments, civil society, and the general public in the battle against child labour, with the objective of achieving a child labour-free society. Through an effective tracking and monitoring mechanism, citizens can file a complaint and report incidences of child labour on this portal. As we all know, one out of every ten children in India is involved in child labour and is unable to have a normal life during his youth. As a result, the government intends to eliminate child labour in five years. One of the projects under the Sustainable Development Goal is to abolish child labour by 2025. The key objective of the Pencil Portal is to create a solid authentication mechanism for enforcing and monitoring legislative provisions as well as the successful execution of the NCLP. Its goal is to improve cooperation and enable convergence between government agencies and the general population.

What Are the Features Of Pencil Portal?

The following are the important features of the Pencil portal that are given below:

• The Pencil Portal is an integrated application system based on technology that primarily aims at a system that allows any citizen of the country to submit complaints from any location and at any time for easy communication between nodal officers of government departments, as well as allowing citizens to track the status of registered complaints.

• It establishes a unified and methodical approach to process monitoring by establishing a generic classification and standardisation of complaint filing to simplify efforts across government departments.

• This portal makes it easier for citizens to file complaints online with the relevant departments, ministries, and organisations, which can be connected to their official site.

• The Pencil portal allows tracking complaints and reports in accordance with government departments' requirements for effective monitoring of pending reports.

• It allows the user to create automated notifications such as acknowledgements and responses to official correspondence with complainants.

• This application is highly adaptable, allowing it to be modified to address the requirements of government departments for quick and effective action on complaints that are found to be genuine.

• The system automatically assigns all citizen complaints to the proper Nodal Officer for the rescue, rehabilitation, and mainstreaming of the child labourer.

• All children who have been removed from child labour and rehabilitated through the NCLPS have been successfully mainstreamed into legal schools.

How to Register Online Complaints On this Portal?

Follow the steps described below to file a complaint using the Pencil Portal:

Go to the Pencil Portal.

Step 1: To file a complaint, the user must first go to the Pencil official portal.

Step 2: If the user is already registered, they must log in to the Pencil site.

Step 3: To access the portal, the user must first input their login id, password, and captcha, and then click the "Submit" button.

Step 4: The user is now eligible to request and make a complaint through this site.

Step 5: On the home page, select “Complain Form (Child Labor)” from the dropdown list under the “Complaint/ Report Child” menu.

Step 6: The visitor is directed to the new Complain Form (Child Labor) page after clicking the link.

Step 7: In the Complain Form, the user must complete the following details, which are indicated by an asterisk (*):

• Details on Child Labor/Adolescent Child.

• The location where the youngster was discovered.

• Details about the person who will be reporting.

Step 8: The user must now click on the "submit" button.

Step 9: After confirming that the complaint is genuine, the complaints will be processed and delivered to the appropriate department.

Step 10: After completing the registration process, the user will be given a complaint registration number, which may be used to track the status of the complaint.

How to Track Our Registered Complaints?

The user will have to revisit the Pencil portal to track the status of the filed complaint. Now, from the dashboard, go to the "Track Complaint Status" option and input the complaint id, registered mobile number, and verification code. After you've filled out the form, click the "Submit" button to see the status of your complaint.

What are Standing Operating Procedures and National Child Labour Project (SOP and NCLP) against child labour?

• Standing Operating Procedures (SOP)

• SOPs for enforcing the legal framework against underage labour. It serves as a guide for trainers, practitioners, and monitoring organisations in the fight to end child labour and protect adolescents from hazardous work, resulting in a Child Labour Free India.

• It will aid in the effective execution of the projects on the ground if suitable guidance is provided.

• For the first time, a legal framework has been created that provides for child prevention, rescue, and rehabilitation, as well as institutional at the district level in the form of a district task force.

• About National Child Labour Project (NCLP)

• In 1988, the National Child Labour Project (NCLP) was established to rehabilitate child workers. Children between the ages of 9 and 14 are withdrawn from the workforce and placed in NCLP Special Training Centers to prepare them for formal schooling. 

• They provided educational opportunities, vocational training, a midday meal, a stipend, health care, and recreational opportunities, among other things. Adolescents are withdrawn from potentially hazardous jobs. 

• As a result, the government realised that while earning money through child labour may appeal to the public, it is not sustainable in the long run because children will not be able to attain their full potential. In addition, the children are the future of our country.
