In the central nervous system, the three outer membranes (meninges), which envelope the brain and spinal cord are made up of connective tissue. There are layers of meninges around the brain and spinal cord: dura mater, arachnoid, and pia mater.

The dura mater is the outer layer which is tough, white, fibrous connective tissue. The middle layer, arachnoid, is a thin layer with a lot of threadlike strands that attach it to the innermost layer. It resembles a cobweb appearance. The space under the arachnoid is filled with cerebrospinal fluid and contains blood vessels.
