Here two cases are given, in both cases the force and reaction force will occur. If the force and the reaction force both are the same, the system is static.

In this case, the force of $10\,N$ is acting on the block horizontally. One end of the string is connected to the block and the other end is connected to the wall. If the block has the force and it is in the opposite direction to the wall, when the other end of the string is connected to the wall, so that the wall gives the same amount of reaction force in the opposite direction. So, the system will remain static.
Case 2:
In this case, the force of $10\,N$ is acting on the block horizontally. One end of the string is connected to the block and the other end is connected to another block. Both the blocks are having the same amount of force but in opposite directions. This case is also equal to the first case. In the first case the wall will experience the same amount of force in the opposite direction. Here instead of the wall another block is placed in the same amount of force.
So, in both the cases, the tension in the string is the same.
Note: In this question both the cases are almost equal the force experienced from the wall is equal to the force of the block will act opposite to the wall. The second case is equal to the first case but in construction, the wall is replaced by the other block.
