What is A National Population Register?

The Indian office of RGI or the Registrar General of India stated that the ideas and structuring of the NPR or the National Population Register were in the process of being settled due to the Covid Crisis of 2020.

 

The Census is known to be the inventory of the country's total population, recorded at an interval of every ten years. India's Census of 2021 will mark the 16th Census since the first one of 1872.

National Population Register

According to National Records, the first NPR or National Population Register was formulated in the year 2010 and renewing this data was completed during 2015 by administering a door-to-door survey system.


As per instructions from the government, the subsequent update of the NPR will be done in the following year, sometime between April to September. It will consist of the House Listing aspect of the Census of 2021. 


Under the provisions of the Citizenship Rules of 2003 and the Citizenship Act of 1955, the record is under preparation at the local districts, sub-districts, towns, sub-towns, the states, and on a national level.

Usual Residents

As per the Citizenship Rules of 2003, a usual resident is any individual who has lodged or will lodge in any local area within the borders of the country for the preceding six months or more.


In simple words, a Usual Resident is a person who plans to dwell or has dwelled in any specific area of the country for the following six months or last six months or more time.

About The Information NPR Will Gather From Citizens

The National Population Register aims to create a public identification database of each usual resident planning to reside or has lived in the country (previously). The information as gathered would include demographic details. They are listed below:

  • Resident's Name

  • Resident's Father's Name

  • Resident's Mother's Name

  • Spouse's Name (for married residents)

  • Sex of Resident

  • Date of birth of the resident

  • Marital status of the resident

  • Place of birth of the resident

  • Nationality (as stated)

  • Resident's relationship to head of household

  • Present address of the usual resident

  • Span of living at the current residential address

  • Resident's permanent residential address

  • Occupation of the Resident

  • Educational qualification of the resident

The Status of NPR

In the year of 2010, the data for the NPR or National Population Register was obtained by the government along with the house listing period of Census of India of 2011.

The government units concerned with the functionality of the NPR updated the data collected during 2010 during the year of 2015 by conducting an improvised process of door-to-door survey.


The government officials successfully completed the digitization of the updated information about the record during 2015 through this method.


It has been determined by the sectors of government to modernize the data entered in the National Population Register and the House Listing period of Census 2021 from April to September of the year 2020 in each Indian state except the state of Assam.

Method Of Preparing NPR

On various levels of the country, such as local, district, sub-district, state, and national levels, the NPR will be prepared by strictly following the provisions of the Citizenship Rules of 2003 and the Citizenship Act of 1955.


If any resident violates any rules or fails to meet the requirements to enjoy NPR benefits or register under NPR, a fine of Rs. The officials appointed will charge 1000 for the violation.
