1. What does the council of ministers mean?

The council of ministers is a name assigned to the highest-ranking executive organ in some governments. The term council of ministers or council of state is also referred to as ‘cabinet”. The council of ministers generally includes those ministers who are responsible for the ministry and are generally headed by the president of the council of ministers.
