As per the NEET instructions 2020, the NTA authority has decided to facilitate the candidates from Kashmir valley and Leh to fill up the NEET [UG] application form off-line in addition to the existing online process as per NEET instructions.
The candidates from Kashmir and Leh can fill up their NEET [UG] 2020 application form off-line, by downloading the form on the web site according to instructions for NEET 2020. The candidates are then to fill up the application form at one of the 11 nodal centers and deposit the same to the nodal officer and obtain a receipt from the nodal officer.

Go through the NEET instructions 2020 containing detailed information of test, syllabus, eligibility criteria to appear, admission, reservation, classification of seats, examination fees, cities of examination, state code of eligibility, age, etc.
If you are not in the central list of OBC-NCL, choose the general category.
Candidates from Kashmir and Leh are only allowed to fill up NEET [UG] 2020 offline form.
Only one application is allowed to be filled up by a candidate. Fill more than one application and your admit card will be canceled or withheld and your candidature will be forfeited for NEET examinations.
Fill in the offline application form and keep a photocopy of the same for future reference.
Paste the latest passport size photograph.
Postcard size photograph 4” x 6” is required.
Put your signature.
Put a left-hand thumb impression. [In case of any eventuality of left-hand thumb is not available, right-hand thumb impression can be put]
Put a photocopy of class X pass certificate.
Photograph focus should be on the face [80% face coverage, ears clearly visible and on white background]. Take 6-8 copies of passport size and 4-6 copies of postcard size colored photograph with white background. It will be required for pasting on the offline application form, admit card, and also for counseling and admission.
Pay the required fees through a bank draft drawn in favor of “Director-general, National Test Agency,” payable at Noida, UP. The final submission of the off-line application will remain incomplete if not accompanied by the fees bank draft or not filled up properly. Fees are non-refundable.
Print out the confirmation page after 15.01.2020. Keep a photocopy of the application form, bank draft, and the receipt provided by the nodal officer.
Check your emails and SMS regularly for the latest updates or visit the NTA website.
You have to appear at your own cost at the examination center during the NEET exam time as indicated on their admit card issued by the NTA.
Any request to change the examination center, date or time provided on the admit card shall not be considered under any circumstances. Strictly follow instructions in the bulletin and on NTA websites unless you want to be disqualified.
If You are Wondering What to Carry for NEET 2020, Here is a List of Items That You are Not Allowed to Carry:

Stationary/textual materials [printed or written material]
Eatables and water [loose or packed]
electronic watches with calculating facility
any metallic objects or electronic devices/gadgets
Diabetic students are allowed things to carry in NEET 2020 such as transparent water bottles, eatables like sugar tablets, fruits like apples, oranges, bananas in the examination hall/room. However, they will not be allowed to carry packed foods like chocolates, candy or sandwiches, etc.
