Sangha was originated by the group of disciples who wanted to renounce worldly life, to wander with the Band and wanted to listen to his preaching. After the death of Buddha, his disciples formed a community and started wandering from place to place living with a receipt of alms.

According to the rules, a slave must have to take the permission to join the sangha from his/her master and a slave is neither have a permission nor a position to assert his rights. He should always be at the mercy of his master. Thus, slaves are not allowed to join Sanghas.
In Buddhism, slaves were allowed to join the Sanghas and whoever followed Buddhism, those people did not believe in dividing the society on the basis of master and slave. Buddha taught that all human beings are equal.
