 From time immemorial we have seen how the king appointed a deputy to look after the administration of his territory. For example, during the Sultanate rule, slaves of the king were appointed as the governor, in the Mughal era, princes were appointed for the same job and later on we see that British explicitly appointed its first governor for the state of Bengal which later on proved to be the presidency.
So here we see that governor is not a new concept. In fact, it has been prevailing from centuries now and its main purpose was to have a good administration all over the territory which also depicts the theory of federalism. We also observe that not everywhere a governor is appointed or the term governor is used. For example, in union territories, because they are centrally administered therefore, a lieutenant governor or an administrator is appointed solely by the cabinet and that administrator is answerable to the Centre.

 But this age criterion is only for the governor because we find that lieutenant governors or administrators are generally retired IAS officers. Now the appointment is done by the president of India for a fixed term of $5$ years. Governor like the president is just a nominal head, that is they both have to seek advice from the council of ministers.
