First Home Rule League was founded by Bal Gangadhar Tilak at the Bombay provincial congress in April 1916 at Belgaum.
Indian home rule movement began in India in the background of World War I. Bal Gangadhar Tilak's movement was restricted to Maharashtra ( excluding Bombay ) and Karnataka.
The Government of India act (1909) didn't fulfil the demands of the nationalists of India.
