The human development concept was given by the economist Mahbub ul Haq. During the 1970s the World Bank and then as minister of finance of Pakistan, Dr Haq argued that existing measures of human progress failed to account for the real development. Particularly, he believed that the commonly used measure of GDP failed to adequately measure well-being.
Working with the Nobel Laureate Amartya Sen and other gifted economists, in the year 1990 Dr Haq also published the first Human Development Report. It was commissioned by the United Nations Development Programme.
