According to the Indian government, the agreement in its current form is unfair in that it effectively states that the five winners of the second world war have the right to own nuclear weapons while other countries will not be punished. India's traditional position has always been that five countries denuclearize or that everyone has the same rights as those who own them. Also rising tensions are caused by one of its nuclear-armed neighbors, namely. China is the main reason India is conducting its own nuclear test.
