It is due to temperature that some places have cold throughout the year, some are hot and some receive heavy amounts of rainfall.

There are numerous elements which affect the temperature of a place. Some of the prominent factors are:
Latitude Temperature: The sun rays fall vertically in the lower latitudes and slantingly in the higher latitudes and as one proceeds towards the equator the latitude temperature starts diminishing making it one of the important elements. For example, cities or places located in the area of Nagpur, i.e. low latitude are hotter than places situated in the higher latitudes such as Moscow.
Altitude Temperature: If we talk about altitude then the regions or places which are closer to the surface of the Earth are warmer than those which are far away from the Earth.
Distance from sea: In this case the places which are close to coastal areas possess a moderate temperature as they are influenced by the sea and breezes leading to low temperature whereas in case of places which are away from the coast possess extreme temperatures. For example, the temperature in Madras is moderate while in Delhi it is extremely hot.
Ocean Currents: Regarding ocean currents the place which receives warm ocean currents are likely to have high temperatures whereas the place not affected by warm currents are likely to be cold with low temperatures. For example: In North Canada the place is affected by Labrador Current which is cold and makes it a frozen place whereas in Northwestern Europe they are influenced by warm North Atlantic drift making it ice free.
Other factors: It includes the mountains in the region, slope of the land in the region and the soil which are responsible for affecting the temperature of any place.

For example: Saharan Desert and Arabian Desert is dominated by low rainfall with very little or no vegetation making it one of the hottest regions.
For example in Antarctica, Greenland etc. is always covered with snow and ice throughout the year making it one of the coldest regions in the World.
In India areas such as Kerala, Tamil Nadu, Karnataka etc. possess a moderate temperature throughout the year.
