In order to write any mathematical expression from some words and figures ,we must first find the relationship and the quantities specified .
Here in this question the relation between a number let suppose that number ‘ $x$ ‘ i.e. variable $x$ is that it's saying that something number x in the form of variable taken here as per question . So here 3 minus a number than means subtraction with the number 3 and $x$.
So we are replacing the 3 minus a number line from the sentence with the subtraction symbol (-) represented as –
 $3 - x$
