By the end of the 1950s, the oceanographers of the Atlantic and Pacific Ocean started to describe and understand the features of the oceans. But the Indian Ocean remained unexplored. It was important to address the distribution of food resources, fish productivity, the geology of the ocean, problems that are linked to monsoon cycles. As a consequence, the global community of oceanographers organized an expedition, where the Indian government decided to have an institute to build oceanographic research skills. And they planned to start at Panaji(Goa).

Following the International Indian Ocean Expedition, the NIO was established on 1 st January in the great Indian ocean. The four traditional branches of oceanography are included in the major research areas i.e., biological, chemical, geological, and physical. Ocean engineering, marine instrumentation, and marine archaeology are also included.
The institute plans to maintain a fleet of three research vessels, to support the multi-disciplinary programs. Sagar sukti, RV Sindhu Sadhana, Sindhu Sankalp are the coastal research vessels that are available in NIO.
