Mahal means village or estate. The property tax was fixed for the whole Mahal. The local Zamindar was liable for the collection of all the farmers therein Mahal. This technique was implemented in Uttar Pradesh and parts of Madhya Pradesh and Punjab in 1833 CE.

The Mahalwari system was introduced by Holt Mackenzie in 1822. The opposite two systems were the Permanent Settlement in Bengal in 1793 and therefore the Ryotwari system in 1820. It covered the states of Punjab, Awadh and Agra, parts of Orissa, and Madhya Pradesh.

Under the Mahalwari system, the land revenue was collected from the farmers by the village headmen on behalf of the entire village (and not the zamindar). The whole village was converted into one bigger unit called 'Mahal' and was treated together as a unit for the payment of land revenue.
