Hint: The International union of pure and applied chemistry (IUPAC) is an international organization. Using these rules we can write out any compound’s name.
Carbinol system is an old system of nomenclature of alcohols. In this we named the methyl alcohols $\left( {C{H_3}OH} \right)$ as carbinol and other alcohols are alkyl or aryl derivatives of carbinol. For e.g. $C{H_3}C{H_2}OH$ is known as methyl carbinol and $C{H_3}C{H_2}C{H_2}OH$ is known as ethyl carbinol.

Complete step-by-step answer:
For writing the IUPAC name of methyl carbinol we have to follow some rules of IUPAC nomenclature. Some are listed below:
(1) Find out the longest chain. Select the longest chain as the parent chain.
(2) Find out all the substituents.
(3) Count the number of carbon atoms of the parent chain and number the parent chain in such a way that the functional group gets the lowest number.
(4) If the same substituted occurs more than once, then it is indicated by a prefix (di, tri, tetra etc.)
(5) If there are two or more different substituents, they are arranged in alphabetical order using the base name.
(6) When both the double bond and triple bond are present in the compound, then suffix –en follows the parent chain directly and any –yne suffix follows the –en suffix.
Now, in our problem we will write IUPAC names using these rules.
First, we will find out the longest chain. In this $\left( {C{H_3}C{H_2}} \right)$ is the longest chain.
Second, find a functional group. In this $ - OH$ (alcohol) is a functional group. Therefore the suffix is “ol”.
Third, numbering from that side of the carbon chain from where the functional group gets the lowest number.

Fourth, a single bond is present. Therefore, we will use (-ane). Two carbon atoms are present. We will use (-eth).
IUPAC name of methyl Carbinol is ethane-1-ol or ethanol.
Common name of ethanol is ethyl alcohol.

Note: Always remember that there is a difference between common name and IUPAC name. Common name is the name that we use in our daily life but IUPAC name is the name which is written by some rules and it is on international level. While writing the IUPAC name of any compound the rules should be on your tips otherwise you will get confused very easily.
