The Agricultural Reactors Council of India (ICAR) was founded on July 16, 1929 as a company registered under the Companies Registration Act of 1860 according to a report by the Royal Commission for Agriculture. ICAR was established in New Delhi. It is the largest network of agricultural research and educational institutions in the world. The Council is the main body responsible for coordinating, directing and managing research and teaching in agriculture, including horticulture, fisheries and zoology, across the country. With 101 ICAR institutions and 71 agricultural universities across the country, it is one of the largest national agricultural systems in the world.

ICAR played an innovative role at the start of the Green Revolution and subsequent agricultural developments in India through its research and development of technology which enabled the country to increase crop production by 5.6 times, horticultural crops by 10 times, 5 fold and fish increase from 1950- 51 to 2017-18 by 16.8 times, milk by 10.4 times and eggs 52.9 times, which can be seen in the national food and the impact of nutritional security.
