Hint :Lets take a simple example to understand this situation, if we put a metal block in a bucket full of water it will get settled at the bottom and if we replace the metal block with a plastic ball, the ball will float on the surface. This all depends on the density of the ball and block, more the density than water the object will sink on contrary it will float.

We can simply explain density as in any material there are molecules, the more clustered the molecules are the more is the density. The more distance in between molecules the lesser will be the density.
Now for a balloon to rise the density of the air should be more than the density of air in a balloon.
