The poem, The Rebel, describes the salient features of what makes a rebel. They are a person who doesn't conform to society’s norms and would, in fact, contradict others to  be different and stand out from the rest. The rebel that the poet talks about is not a politically invigorated individual but is  likely the character sketch of an adolescent boy who is flouting the norms of the society to appear different from the rest. The poet says that if a rebel sees a group with short hair, they would deliberately grow their hair, and vice-versa. 


Basically, what Padriac Pearse is talking about is a ‘rebel without a cause,’ a fiesty, young individual whose idea of rebellion begins with difference and contradiction.
