A large number of political associations gathered in Frankfurt and came forward to elect an all German parliament on May 1, 1848. This parliament consisted of middle class businessmen, professionals and artisans who belonged to different parts of Germany. The Frankfurt Constitution declared that the German empire would be based on parliamentary democracy. Heinrich Von Gagern was the President of the Frankfurt Parliament. The purpose of the Frankfurt Parliament was the unification of Germany. During the war with Denmark,the Parliament commissioned Prussia to send troops. The Frankfurt Parliament was elected during the “March Revolution” in the states of “German Confederation”.
Although the Constitution decided upon a constitutional monarchy, it was not accepted by the Prussian King Friedrich Wilhelm II.

To discuss the draft and the procedure of its functioning, a commission was set up on 29th may. The Rules of Procedure made it sure that the meetings could not be private, it had to be held publicly. The Rules of Procedure could be changed and modified. The Rules of the Procedure ensure that the majority deputies who were present could elect the President and the two Vice Presidents of the National Assembly. A new election was held after every four weeks.

Note: The Frankfurt parliament failed because the interest of the ruling classes did not match. Members failed to coordinate their interests and work towards specific goals. The first conflict occurred due to the goals of the Assembly.
