Since we have to frame “a” such that it is less than $ 10 $

Therefore, $ a = 3.641 $

Similarly, to find the value for “b” Count the number of digits between the first and the number before the decimal point. Since here we have shifted the decimal point from the right hand side to the left hand side from one digit.

Hence, $ b = 1 $

Now, placing the values of “a” and “b” in the standard form: $ a \times {10^b} $
