Why is light a form of matter?

Hint: Light is nothing but electromagnetic radiation. Electromagnetic radiation consists of photons. Photons are massless packets which do not consist of any mass and travel with the speed of light. As we know, anything that occupies the mass can only be called a matter. Thus, light is not a form of matter but a form of energy.

Light is also known as visible light. It is electromagnetic radiation that falls in the electromagnetic spectrum between the infra-red region and the ultraviolet region. The infrared region has longer wavelengths and the ultraviolet region has shorter wavelengths.
Another definition of light, light is a set of photons where photons are massless packets of energy and do not occupy space. They travel with velocity the same as the speed of light. Photons are also known as small packets of energy that travel in discrete quanta.
But the definition of matter is anything that can occupy a space and has mass. But light energy does not have any mass and it does not occupy any volume. Thus, it does not come under a matter.
Light is not a form of matter but it is a form of energy.

Note:
Based on the arrangement of atoms, matter can be classified into three types namely solids, liquids and gases. Matter will be expressed in any one of the above three types. But light is a form of energy and does not come under the above-mentioned classification of matter.
