Hint: The Panchayat Raj institution and municipalities also known as the third tier of the government was set up by the Indian government. They were added into the constitution through the\[73rd\] and \[74th\] amendment act in the year\[1992\].

Complete answer:
The Indian constitution was adopted on \[26th\] January in the year\[1950\] . Initially, it had only two-tier the central and the state government. Some states in India are as big as independent countries of Europe. It was difficult to govern so the power was democratically decentralized to maintain democracy at the grass-root level. Hence for development and to ensure active participation of citizenry the third tier was added in the government. In the constitution, part \[9\] and \[9\] (A) was added with schedule $11$ and$12$ having and subjects respectively.
The power and resources of state machinery were now shared by the third tier. Now it is constitutionally mandated to hold elections to local government bodies. This act provides reservation of \[1/{{3}^{rd}}\] seats of panchayat and municipalities at all levels for SC, ST, and OBC. \[1/{{3}^{rd}}\] of the total seats are reserved for women. There are now \[36\] lakh elected representatives in panchayat and municipalities across the nation. It has also increased women’s representation and voice in our democracy.
So, the correct answer is Option C.

Note: Balwant Rai Mehta is said to be the father of the Panchayat Raj system. The first panchayat was set up in Nagaur, Rajasthan in October through the panchayat Samiti and Zila Parishad act by then Prime Minister Jawaharlal Lal Nehru.
