Hint: Tehsil, Taluka forms a part of the administration division of the Indian Subcontinent. They are a subdistrict of the places coming within a district. The rural local self-governments in India are divided into 3 - Gram Panchayat (base level), Mandal( Intermediary level )& Zilla Parishad ( Apex Level)

Complete step by step answer:
1. Zilla Parishad: The Zila Parishad is the apex level of the Panchayati Raj system. It plays a role in looking after the works of the Panchayat Samiti and Gram Panchayats under the district. It is responsible to carry out welfare schemes for the people. An Indian Administrative Service (IAS) is in charge to look after the affairs of the Zila Parishad.
2. Panchayat Samiti: The Panchayat Samiti is the block level of the rural local self-government system in India. These block Samitis provide a link between the Gram Panchayat and the Zila Parishad. It is also known as Tehsil/Taluka/Mandal level. It works for the villages of the township (Tehsils)
3. Gram Panchayat: The Gram Panchayat is at the bottom level of the Panchayati Raj system. Sarpanchs are the elected head of the Gram Panchayats. They are responsible for issues like sanitation, maintenance of the public property, collection of taxes, construction, and others, at the village or small-town level.
4. Gram Sabha: Gram Sabha is the most essential body of the Panchayati Raj System, where it is used as an assembly to discuss all important matters, strategies for the development of the area, and other welfare schemes. Law, Education, and primary health services are some of the important duties carried out by Gram Sabha.

Note: The Panchayat Samiti is known by various names like Taluka Panchayat, Mandal Panchayat. They consist of all the Sarpanches, Upa Sarpanchas from each Gram Panchayat, MLA’s and MP’s.
