Hint: To solve this question, we need to know the concept of percentage and fraction. We will firstly divide the percentage number with $100$ to change the percentage to fraction. Further the fraction will be changed into decimal. The position of the decimal point is on the basis of the power of $10$ .

Complete step by step solution:
The question here is to convert the percentage into decimal. In this process the first step is to convert the percentage into fraction and then to decimal. Let us convert the percentage into fraction. To do that we will have to remove the percentage sign and instead divide the number by 100.
So on writing mathematically we get:
$4\%=\dfrac{4}{100}$
The second step is to change the fraction into decimal. For doing this we will remove the denominator, as a result put the decimal point in the number instead. The position of the decimal point is such that when a number is divided by ${{10}^{n}}$, then $n$ should be the number of digits before which the decimal point is to be kept. So here the value of $n$ is $2$, so in this case the decimal point should be at the place where there is $2$ digits after the decimal.
$\Rightarrow \dfrac{4}{100}$
Changing the fraction to decimal we get:
$\Rightarrow \dfrac{0.4}{10}$
Since, $4$ is a single digit number, so the number in decimal format will be:
$\Rightarrow 0.04$

$\therefore $ The number $4\%$ when changed into $0.04$.

Note: In cases where the number is of digits less than that of the number of digits in number then $0$ to manage the position of the fraction.
We can check if the decimal number is correct or not. For doing so first we will change the decimal into fraction, So the fraction hence become:
$\Rightarrow 0.04$
$\Rightarrow \dfrac{4}{100}$
Now, on converting the fraction into percentage we will just remove the denominator which is $100$ and put the percentage sign with the number. So we get $4\%$ .
The number is divided by $100$ to change the number into the percentage because percentage means the ratio which is expressed as a fraction of $100$ .
