The question here is to convert the percentage into decimal. In this process the first step is to convert the percentage into fraction and then to decimal. Let us convert the percentage into fraction. To do that we will have to remove the percentage sign and instead divide the number by 100.
So on writing mathematically we get:
$4\%=\dfrac{4}{100}$
The second step is to change the fraction into decimal. For doing this we will remove the denominator, as a result put the decimal point in the number instead. The position of the decimal point is such that when a number is divided by ${{10}^{n}}$, then $n$ should be the number of digits before which the decimal point is to be kept. So here the value of $n$ is $2$, so in this case the decimal point should be at the place where there is $2$ digits after the decimal.
