As per the second five-year plan, five steel plants were built, including those in Durgapur, Bhilai and Rourkela.

In cooperation with Britain, Durgapur Steel plant was built, Rourkela Steel plant was established in cooperation with Germany and Bhilai steel plant was started in cooperation with Russia.
The Hindustan Steel Limited (HSL), which was set up on 19 January 1954, traces its history to SAIL. Initially, HSL was planned to handle only one plant that arrived at Rourkela.
The Iron and Steel Ministry did the preliminary work for the Bhilai and Durgapur Steel Plants.
