Hint: The Protection of Human Rights act was enacted in 1993. This act led to the creation of the National Human Rights Commission at the national level and State Human Rights Commission at the state level. These Human Rights commissions are the watchdogs of human rights in India and ensure that people’s civil, political, economic and social rights are not harmed.

Complete answer: The State Human Rights commission examines violations of human rights in respect to subjects mentioned in the State list and Concurrent list. The State Human Rights commission consists of three members- one chairperson and two members, and is appointed by the Governor of the state.
Some of the functions of the commission are-
-It inquires into violation of human rights and prevention in violation of human rights by public servants. The commission can take up cases on suo motu basis as well as on the basis of petitions presented to it or an order of a court.
-It spreads awareness on human rights ,conducts research on issues of human rights and encourages NGOs working in the field of human rights.
-It reviews constitutional safeguards regarding protection of human rights.

In order to understand where the State Human Rights Commissions submits its reports, we have to understand the recommendatory nature of its functions. On completion of inquiry of human rights issues, the commission may recommend to the state government or authority to pay compensation to the victims, grant them relief or initiate proceedings against guilty. The Commission submits its annual or special reports to the state government. These reports are laid before the state legislature, along with a memorandum of action taken on the recommendations of the Commission and the reasons for nonacceptance of any of such recommendations
Therefore option (C ) is correct.
Option (A) President is incorrect as the National Commission for Scheduled Castes and Scheduled Tribes submit their reports to the president.
Option (D)Union government is incorrect as the National Human Rights Commission submits its report to the central government.

Hence, The correct answer is Option C.

Note: It is important to understand the scope of subjects which come under the state human rights commission. Though it can inquire into subjects related to state list and concurrent list, if any case is already being looked into by the National Human Rights Commission or any other statutory commission, the state human rights commission doesn't take up such a case. Also, the functions relating to human rights in case of union territory of Delhi are to be dealt with by the National Human Rights Commission.
