Article 343(1) of the Constitution gives that the Official Language of the Union will be Hindi in Devanagari content. Article 343(2) also provided, for a period of 15 years (i.e., up to 25 January 1965), for continuing the use of English in official work of the Union from the date of commencement of the Constitution. The parliament was empowered by Article 343(3) to provide by law, even after 25 January 1965, for continued use of English for official purposes. Thus accordingly, even after 25 January 1965, the Official Languages Act, 1963 (amended in 1967) stipulates for continuing the use of English in official work. The Act also states that for certain specified purposes both Hindi and English shall compulsorily be used.
The Department of Official Language readies an Annual Program and with respect to starting correspondence, wires, wire, and so forth in Hindi, targets are set for the workplaces of the Central Government in consistency with the Official Language Resolution, 1968. From the offices of the Central Government, a Quarterly Progress Report is called for achievements vis-à-vis the said targets. On the basis of the Quarterly Progress Reports, an Annual Assessment Report is prepared which is laid on the Tables of both Houses of the Parliament, and copies are endorsed to the Ministries/Departments of the Central Government and State Governments.

Note: To monitor the implementation of the Official Language Policy of the Union, eight Regional Implementation Offices have been established at Delhi, Bangalore, Cochin, Kolkata, Mumbai, Guwahati, Bhopal, and Ghaziabad.
