The North East Frontier (Assam), Tribal and Excluded Area Sub Committee of the Advisory Committee of the Constituent Assembly of India was headed by Gopinath Bordoloi and therefore it was also known as the Bordoloi Committee. The committee made many recommendations for the area of Assam.
The Autonomous District Councils came into existence in the hill district of Assam, except the Naga Hills and extremely backward Frontier Tracts, on $26^{th}$ January 1950.
The establishment of Autonomous District Councils and Regional Councils for the tribal areas within the state of Assam was one of the main recommendations of the committee. Creation of Autonomous Districts within Assam was done by the sixth schedule of the Indian constitution and this was done in order to protect the cultural and economic interests of the hill tribes.
The administration of the scheduled areas and tribal areas is given in the part 10 of the Indian constitution.

Note: Special provisions for the administration of certain areas called the scheduled areas is made by the constitution of India and this is done because of the backwardness of the people of these areas. The power to declare an area as a scheduled area rests with the President of India and the Scheduled Areas Order of 1950 was made by the President in pursuance of this power. The provision for the administration of the tribal areas in the states of Assam, Meghalaya and Mizoram are separately dealt with and it is given in the sixth schedule of the constitution.
