Hint: In order to solve this question we need to understand Newton’s first law of motion in which any particle which is in state of rest or in state of motion wants to be the same unless subjected by some external force and body would resist the change in its behavior known as inertia. And according to the third law which states that every action has an equal and opposite reaction.

When the body is kept at a rough surface then the body is in a state of rest and it wants to be in it. Now suppose the body is subjected to external forces which try to change the state of a body so the body opposes this and creates an effect known as inertia of rest.
Now from Newton's third law every action has an equal and opposite reaction so the surface under the body opposes this body behavior and exerts a force in the opposite direction known as frictional force. So if any external force wants to change the state of the body then it needs to overcome the frictional force. So a body would move only if applied force is greater than force of friction.
Note: It should be remembered that a body in equilibrium is subjected to all kinds of equal and opposite so if any external force needs to change the state of body then it needs to overcome the opposing force. There are four fundamental forces in nature, first is electromagnetic force, second is gravitational force, third is strong nuclear force and fourth is weak nuclear force.
