Shrubs: they are medium-sized and shorter than trees. They have an average height of about 6-10m. They have a woody stem which is hard but flexible. Their life cycle depends on the type of species. Ex. Rose.
Trees: trees are big, tall, and woody with hard stems and trunks. The lifespan of trees is very long for many years. Ex. Banyan.
In any plant, all the structures like stem, root, leaves, fruits, flowers are organs of the plant body which are divided into two groups. Sexual reproductive parts like flowers, fruit, and seeds produce seeds; vegetative reproductive (Asexual reproduction) parts are rhizome, bulb, etc.
Here, we can say from the above statements that some trees are bushes but flowers cannot be bushes as it is a reproductive organ in a plant and not a plant.
