Hint: In this question we have to solve the equations by using substitution method, and in this method first convert the equation in terms of only one variable by using one of its equation and substitute the obtained value in one of the equation to get the other value.

Substitution method can be defined as a way to solve a linear system of equations, this method works by substituting one $x$-value with the other.
Given equations are,
$x + 5y = - 3$ and $3x - 2y = 8$
Now let’s take first equation i.e., $x + 5y = - 3$, convert the equation in terms of $x$, we get,
First subtract 5y from both sides of the equation we get,
$ \Rightarrow x + 5y - 5y = - 3 - 5y$,
Now simplifying we get,
$ \Rightarrow x = - 3 - 5y$,
So we can now substitute the second equation i.e., $x = - 3 - 5y$ in the first equation, Now by substituting the equation we get,
$ \Rightarrow 3\left( { - 3 - 5y} \right) - 2y = 8$,
Now simplifying we get,
$ \Rightarrow - 9 - 15y - 2y = 8$,
Now simplifying we get,
$ \Rightarrow - 9 - 17y = 8$,
Now add both sides with 9 we get,
$ \Rightarrow - 9 - 17y + 9 = 8 + 9$,
Now simplifying we get,
$ \Rightarrow - 17y = 17$,
Now divide both sides with -17 we get,
$ \Rightarrow \dfrac{{ - 17y}}{{ - 17}} = \dfrac{{17}}{{ - 17}}$,
Now simplifying we get,
$ \Rightarrow y = - 1$,
Now substitute the $y = - 1$ in the second equation, Now by substituting the equation we get,
$ \Rightarrow 3x - 2\left( { - 1} \right) = 8$,
Now simplifying we get,
$ \Rightarrow 3x + 2 = 8$,
Now subtract 2 from both sides of the equation we get,
$ \Rightarrow 3x + 2 - 2 = 8 - 2$,
Now simplifying we get,
$ \Rightarrow 3x = 6$,
Now divide both sides with 3 we get,
$ \Rightarrow \dfrac{{3x}}{2} = \dfrac{6}{2}$,
Now simplifying we get,
$ \Rightarrow x = 2$
The value of $x$ and $y$ are, $2$ and $ - 1$.
