Complete answer: The second backward class committee was appointed on 1st Jan 1979 by the government of India. It was established by the Janata Party government under Prime Minister Morarji Desai with a mandate to identify the socially or educationally backward classes of India.
B. P. Mandal an Indian Parliamentarian was the head of this committee. That's why this commission is generally known as the Mandal Commission or the Socially or Educationally Backward Class Commission.
The primary objection that the Mandal commission had in India was to identify the conditions regarding social or educationally backward classes to consider the questions of reservation of seats and quotas.
In ancient times Indian society was based on a caste system. The lack of social mobility and education created a social stratification that played a dominant role in Indian society, which compelled the government to form a commission, and hence Mandal commission was formed. During the late 1900s, India witnessed castes and class to stand for different patterns of work problems by different caste. This directly affected scheduled castes and scheduled tribes. These were collectively known as other backward classes (OBC). The discrimination OBC was facing paved the path for the Indian state to recognize or redress caste discrimination. The Mandal commission adopted various methods and developed 19 criteria to identify OBCs.

Note:Even before the Mandal commission, some Indian states already had high reservations for economically low people namely OBCs, for example in 1980 Karnataka reserved for SC, ST, and OBC.
