Hint - The main objective of the Monroe Doctrine in 1823 was to prevent the British colony of territories in the Western Hemisphere. James Monroe established this principle in a speech to Congress in 1823. At the time of this address, Monroe's primary concern was for the welfare of Latin American countries.

Complete answer: The Monroe Doctrine was expressed in President James Monroe's seventh annual message to Congress on December 2, 1823. According to Monroe, European powers were obliged to respect the Western Hemisphere as the United States. The 1823 annual message from Congress President James Monroe contained the Monroe Doctrine, which warned European powers not to interfere in the affairs of the Western Hemisphere. Clearly, the United States has always taken a special interest in its nearest neighbors - the nations of the Western Hemisphere. Equally understood, expressions of this concern have not always been favorably regarded by other American countries. The Monroe Doctrine is the best known American policy toward the Western Hemisphere. Buried in an annual message delivered to Congress by President James Munro in December 1823, the doctrine warns European countries that the United States will no longer tolerate a colonized or puppet emperor. The theory was conceived to meet the major concerns of the moment, but it soon became a spectator of American policy in the Western Hemisphere. The Monroe Doctrine was implemented in 1865 when the US government exerted diplomatic and military pressure in support of Mexican President Benito Juarez. This support enabled Juárez to lead a successful rebellion against Emperor Maximilian, who was placed on the throne by the French government.

Nearly 40 years later, in 1904, European creditors of several Latin American countries threatened armed intervention to seek debt. President Theodore Roosevelt immediately declared America's authority, saying that "international police power" should be used to curb such "chronic wrongdoing". As a result, US Marines were sent to Santo Domingo in 1904, Nicaragua in 1911, and Haiti in 1915 to keep Europeans out. Other Latin American nations viewed these interventions unfairly, and relations between the "Great Colossus of the North" and its southern neighbors remained strained for many years.

So option D is the correct answer.

Note - In 1962, when the Soviet Union began building missile-launching sites in Cuba, the Monroe Doctrine was applied symbolically. With the support of the Organization of American States, President John F. Kennedy threw a naval and air quarantine around the island. After several tense days, the Soviet Union agreed to withdraw the missiles and destroy the sites. Subsequently, the United States destroyed its obsolete air and missile bases in Turkey.
