The middle Arachnoid mater:
A thin layer resembling a cobweb with numerous threadlike strands attaching it to the innermost layer. It is attached to the dura mater. The important job of the arachnoid mater is the blood barrier system and the other is it acts as a cushion to the brain. Without the cushion, every time a person moves their head, their brain would hit inside of the skull and would get hurt.
And the most delicate inner Pia mater:
It is the innermost layer, a thin delicate membrane is tightly bound to the surface of the brain and spinal cord and cannot be dissected away without damaging the surface. The smallest types of blood vessels are present here. It stays close to both the brain and spinal cord. Pia mater also allows glucose, water, and white blood cells which are important for the survival of the brain. It helps to block things like bacteria and some poisons from getting into the brain.
Between the arachnoid mater and pia mater is the subarachnoid space, which contains cerebrospinal fluid and blood vessels.
