The Union Council of Ministers consists of Cabinet Ministers, Ministers of State, and Deputy Ministers. A smaller administrative body known as the Union Cabinet is the highest-ranking body in India. Only the Prime Minister and ministers of the rank of cabinet minister are members of the Union Cabinet in conformity with Article 75. The Union Council of Ministers usually includes those ministers who are responsible for ministry. Amit Shah, Nirmala Sitharaman, Nitin Gadkari are some of the Cabinet Ministers of India. After the 91st change to the Constitution in 2004 Clause 1(A) was added to Article 75 of the Constitution. It restricted the proportions of the Council of Ministers at the Centre and the States to not more than 15 percent of the numbers within the Lok Sabha or the State Legislature. The Union Council of Ministers headed by the Prime Minister to help and advise the President in the practice of his functions. The Prime Minister is appointed by the President, who also appoints other ministers on the recommendation of the Prime Minister. The Council is completely responsible to the Lok Sabha. It is the duty of the Prime Minister to speak to the President all decisions of the Council of Ministers concerning the administration of affairs of the Union and proposals for legislation and information relating to them.
