1.Making the entire area self-sufficient –
Just like the name of the scheme suggests, the state wants to develop the area by the means of improving the condition of water availability. Tapping the various sources of water and utilizing them judiciously will make the entire state self-sufficient in matters of water.

• Using technology in improving the situation – Apart from using the traditional methods of water conservation and harvesting, the state wants to educate and train the common people about the utilization of technology and machines for reaching its target.
• Generating funds for the scheme – Though the state government will shell out huge amounts of money for the completion of the project, it is one scheme that invites donations from corporates, NGOs, industries, and common people of the country. It wants to get cooperation from all.
• Increasing the irrigational facilities – When the water supply scenario of the state will improve, the irrigational facilities will also look up. Thus, the scheme also aims at providing adequate irrigation benefits to the cultivators.
• Improving crop growth and pattern – Once the farmers of the state get access to water, they will be able to reap a good harvest. With an adequate water supply, the farmers will also be able to grow crops that require more water. Thus, both the quality and quantity of cultivation will improve.
• Maintaining a balance in groundwater – Another feature of the scheme is to strike a balance and maintain the level of groundwater and in-site soil moisture in the area. Proper maintenance of surface water is also a part of the scheme.
