The Vice-President is accorded the second-highest office in the country. He occupies a rank next to the President in the official warrant of precedence. This position is modeled on the lines of the American Vice-President.
Article 66 of the Constitution deals with the election of the Vice-President. He is not elected directly by the people but is elected by the method of indirect elections, just like the President is elected. He is elected by the members of an electoral college which consists of both the Houses of Parliament. Therefore, the composition of the electoral college for the election of the Vice-President is different from that of the composition of the electoral college for the election of the President in two respects. First, the electoral college for the election of the Vice-President consists of both the elected and nominated members of the Parliament whereas, in the case of the President, only the elected members are included. Second, it does not include the members of the state legislative assemblies whereas in the case of the President both the elected members of the state legislative assemblies and also the elected members of the legislative assemblies of the union territories of Delhi and Puducherry. But the manner of election is the same in both cases. Thus, the election of the Vice-President is also held in accordance with the system of proportional representation by means of the single transferable vote and the voting is by secret ballot
