Replace suffix ‘ane’ of propane by ‘ene’. Thus, the parent alkene is propene. The double bond is attached to carbon number 1. Thus, prop-1-ene.
The bromine group is attached to carbon number 3. Thus, 3-bromo.
The methyl substituent is attached to carbon number 2. Thus, 2-methyl.

Thus, the IUPAC name is 3-bromo-2-methylprop-1-ene.
