As told in the hint it seems difficult to find value when we get minus in the power so to find its value we have to change this negative into positive.
To get positive we have to take reciprocal to this number then the power becomes positive and we can easily find the value.
On taking reciprocal of the number we get,
$\frac{1}{{{{10}^3}}}$
And this can be also written as
$\dfrac{1}{{10 \times 10 \times 10}} = \dfrac{1}{{1000}}$
So the value of ${10^{ - 3}}$ is $\dfrac{1}{{1000}}$.
