Complete Step by Step Answer: Municipal Corporations are further divided into wards and a Ward Councilor is elected for different wards through the ‘first past the post system’ and perform certain activities for the welfare of their ward. The decisions where a park or hospital should be built are usually made by the Ward Councillors. They are the chairperson of their wards committees and deals with the development of their ward.
They meet and prepare a budget and according to this budget, the money is spent. The Ward Councilors also ensure that the demands of their wards are placed before the entire council for the welfare of their ward and also for the people residing there. It is also the duty of the Ward Councillor to communicate the work of the council to constituents.
When a problem prevails within a ward, the people of that particular ward reach out to the Ward Councilor to resolve such issues. At times the Ward Councilor takes complicated decisions which might affect the entire city. During such moments, a committee is formed by the group of councillors who meet up together to decide and debate about the issue. The duty of the Commission and the Administrative Staff is to implement the decisions made by the Councilor’s Committee. The Ward Councillors are elected while the Administrative Staff and the Commissioner is appointed.

Note: Do not confuse yourself with Municipal Corporation and the Ward Councilor as they are both interlinked. The Municipal comprises the people directly elected from the territorial constituencies also known as wards in the municipal area.
