Hint: In order to understand and answer this question, we need to understand the concept of Faraday's law of induced emf. Faraday's law of electromagnetic induction states that whenever we place a conductor in a varying magnetic field, an electromotive force is induced in the conductor.

In statically induced emf we place a conductor in a static condition relative to the magnetic field (such that there is no relative motion between the coil or conductor and the magnetic field).
Thus, statically induced emf is the emf induced in coil or conductors without any relative motion between it and magnetic field (as in the conditions given) called statically induced emf.
