Complete solution:
Queen Victoria’s proclamation was announced on 1st November 1858. The proclamation meant that the Indian government is recognized by Queen Victoria. The proclamation consisted of the rules, regulations, and policies that were supposed to be followed in the British rule in India. Earlier in the British rule, the officials were not appointed in the government sector based on their capability but this proclamation changed this rule and stated that the officials will only be appointed based on exam and the merit obtained in it. It brought a major reform and gave an equal opportunity for all to participate on an equal level. As per the proclamation, all the treaties and the agreements that were earlier signed with the native rulers and the prince will be accepted by the crown.
