Hint: Article 84 of the Indian Constitution lays down and specifies the qualifications for membership of the Parliament. The Rajya Sabha is commonly known as the upper house of the parliament.

The ‘Council of States’ which is also known as Rajya Sabha, was announced by the chair in the House on the 23rd August 1954 has its own distinctive features. A person in order to be qualified to become a member of the Rajya Sabha or Upper house of the Indian Parliament ought to possess the following qualifications:
1. S/he must be a citizen of India. According to the form set out for the qualification in the Third Schedule of the Constitution, he must subscribe an oath or affirmation before the Election commission
2. S/he must also be nowhere less than 30 years of age
3.S/he must possess such other qualifications as may be by or under any law made by Parliament.

Note: The Rajya Sabha at present has a maximum membership of 245, of which 233 are elected by the state legislatures and the union territories. This is done by single transferable vote.
