This occurs due to the intermolecular space. Intermolecular space means the space between the two atoms or molecules.

Water is a liquid in which the intermolecular arrangement is not very compact which means molecules are little apart from each other . Due to this property of liquid the diver is able to pass through the water in the swimming pool.
