Hint: Here we have to find the value of operation given rounded to the nearest whole number. Firstly we will solve the value given by using the concept of dividing any number by the positive power of $10$ . Then we will check whether the number after the decimal point is greater than $5$ or smaller than $5$ accordingly we will round off our value and get the desired answer.

Complete step-by-step answer:
We have to find the value of below operation rounded to the nearest whole number:
$4,563,021\div {{10}^{5}}$
We can rewrite the above value as:
$\Rightarrow \dfrac{4,563,021}{{{10}^{5}}}$
Now as we know when we divide a positive number by a positive power of $10$ we shift the decimal to the left.
As the power of $10$ is $5$ we will shift the decimal to $5$ place towards the left and get the answer as,
$\Rightarrow 45.63021$
Now we will check the number on the right side of the decimal which in this case is $6$ .
As $6>5$ we will increase the value of the number on the left side by $1$ and get,
$\Rightarrow 46$
So we can say that $45.63021\approx 46$
So, the correct answer is “Option C”.

Note: Rounding the decimal method is used to measure the estimated values and remove the calculation of decimal position. For getting the values in integer form we use the rounding off method which is also known as approximation. Some examples of rounding decimal is the distance between the two lines or the calculation we do while calculating our expenses. Rounding off is very useful especially when it comes to money. For example if our total bill is $Rs.89.64$ it is not practically possible to give that amount in cash so we use rounding the decimal method and find the nearest values in case $Rs.90$which is actually payable.
